Security and preventing crime, was the prime focus of the Tygerberg Hills Residents Forum, which was formally established in June 2007.  After negotiating with many security companies, the THRF entered into an agreement with Zonewatch for a monitoring and armed response service through a dedicated patrol vehicle.

The Committee took the lead to sign up sufficient contributors to achieve the project viability penetration. The incidences of crime dropped radically, but every burglary remained one too many. Informal patrols were done by committed residents as part of the THRF Crime Watch Patrol Assist and were the humble beginnings of the Neighbourhood Watch.

New regulations by the Department of Community Safety however stipulated that a Resident’s Forum or Association may not operate as a Neighbourhood Watch. A proposal to separate the security roles from the normal ratepayers’ roles and establish a stand-alone Neighbourhood Watch was accepted by the residents at the THRF AGM held 1st March 2012.  The mandated area of the LCW would cover the whole of Loevenstein, i.e. both sides of Jip de Jager.

The Loevenstein Crime Watch was officially accepted and registered with the Bellville Community Police Forum (CPF) on Wednesday 24th May 2012.
